  1. Melt butter in a large stockpot over medium high heat. Add flour and stir until combined. Cook for 1 minute, stirring occasionally.
  2. Pour in 1 cup of water, stir or whisk until the mixture is completely smooth. Gradually pour tin the reimaining water and milk, stirring until evenly combined.
  3. Stir in the pasta, salt, and spices until combined. Continue cooking until the mixture just reaches a simmer. Reduce heat to medium-low to maintain a low simmer. Continue cooking for 9-10 minutes or until pasta is al dente.
  4. Remove from heat and stir in the cheeses until melted and incorporated.
  5. Taste and season with additional salt and pepper if needed.
  6. Serve immediately and enjoy!
